First Coast Test and Balance, Inc. is an independent, woman owned, HVAC test and balance agency certified by the National Enviromental Balancing Bureau, certification #2642. The business was established in December, 1984 by Marguerite and Steve Cascone to provide service to Jacksonville area businesses. Our operation has grown into a well-established and wide reaching business with no geographical limits. Although the test and balance industry has changed and developed, Marguerite and Steve have adjusted with those changes, including the incorporation of new technology which allows the firm to electronically generate reports in a timely manner. First Coast Test and Balance, Inc. has been in the same Jacksonville, Florida location since 1989.

To date we have completed over 8,000 jobs in many different states, as well as in the Virgin Islands, Bahamas, Aruba, and Puerto Rico. We routinely perform work on countless military bases throughout the Southeast United States. Our staff has over 100 years of combined test and balance experience. No job is too big or too small. What it means to be NEBB Certified
In order to be a NEBB (National Environmental Balancing Bureau) technician one must pass a very rigorous written examination as well as have previously completed 1,000 hours of field work prior to the exam. All technicians must demonstrate competency, reliability, cooperativeness, sound judgment, high ethical standards, and the ability to work independently in a safe, professional manner.
Quality Assurance Program
“NEBB’s credibility is built by maintaining integrity through high standards, quality programs and demonstrated capabilities of its certified firms. This is achieved through NEBB’s Quality Assurance Program (QAP). The program ensures swift, single-source mediation and resolution of disputes between NEBB-certified professionals and their customers. NEBB’s QAP applies to all projects that have been specified for completion in accordance with NEBB’s applicable Procedural Standards and delivered by a NEBB-certified firm. NEBB will issue Conformance Certification Certificates when called for in specifications and applied for by a NEBB-certified firm. A unique certificate is issued for each project covered by a Conformance Certification. A certificate is not a requirement to seek assistance under NEBB’s QAP.”
